The Fund Office has partnered with WEX Health to give members an easier way to pay for certain Family Supplemental Benefit (FSB) expenses. This partnership eliminates the need to pay out of pocket for eligible vision expenses and wait for reimbursement from the Fund Office.
So, what’s new?
Through this WEX Health partnership, members can:
- Swipe the new FSB Card at the point of sale for vision expenses
- Use ACH direct deposit for expense reimbursement
- Electronically file an FSB claim
What is the FSB Card?
The WEX Health FSB Visa® Card, or FSB Card, is preloaded with the member’s Family Supplemental Benefit amount based on the plan that they are enrolled in. The best way we can explain it is that this is not technically a credit card, but more of a preloaded benefit card.
Who can use the FSB Card?
Retirees have started receiving their cards in the mail and can begin using them January 1, 2026.
Active members will receive their FSB Cards in March and can begin using them April 1, 2026. Active members can expect additional information from the Fund Office in the coming months.
What can the FSB Card be used for?
The FSB Card can currently only be used for eligible vision expenses such as eye exams, prescription contact lenses, prescription sunglasses, and prescription eyeglasses.
For all other eligible FSB expenses, including dental and hearing expenses etc., members can use another payment method, such as a personal credit card, and submit for reimbursement.
How does it work?
Each Plan Year, members will receive a set FSB amount based on the plan that they are enrolled in.
They can use this amount in two ways:
- Pay with their prepaid FSB Card for eligible vision expenses
- Pay out of pocket and submit a claim for reimbursement
No matter which option the member chooses, all approved expenses are deducted from their annual FSB amount until their balance is used up. Any unused FSB dollars will be forfeited at the end of each Plan Year. At the start of each Plan Year, their FSB card will be reloaded. If the member tries to use their FSB Card after their available FSB amount has been depleted, the transaction will be declined.
Does the member need to do anything after they use their FSB Card?
Members should submit itemized receipts each time they use their FSB Card. The Fund Office requires these receipts when reviewing transactions to ensure that all FSB Card usage is compliant with plan guidelines.
Members can submit copies of their receipts in one of two ways:
- Upload them in the WEX FSB Portal (see below for more information on the portal)
- Mail them to the Fund Office with their FSB form, the same way they’ve always done
What if the member does not want to use the FSB Card or the WEX FSB Portal?
Members are not required to use this card or the portal if they don’t want to. If they wish to continue paying out of pocket for vision expenses and requesting reimbursement, they absolutely can.
What is the WEX FSB Portal?
The WEX FSB Portal is the member’s one-stop resource for managing their FSB benefits. They can submit eligible FSB claims for reimbursement, view their FSB balance, manage their bank account details (if they choose direct deposit for out-of-pocket expense reimbursement), and track reimbursement status—all in one convenient location.
How can members get reimbursed for eligible FSB expenses they paid for out-of-pocket?
There are two options:
- WEX FSB Portal: Members can upload their eligible FSB receipts in the portal. By default, they will receive a paper check in the mail, or they can elect to have it sent via direct deposit (new!) into their bank account for fast, secure reimbursement. Please note that receiving a check will generally take longer than receiving funds via direct deposit.
- Mail to the Fund Office: Members can mail their itemized, paid-in-full receipts along with the Family Supplemental Benefit claim form to the Fund Office. Reimbursement will be processed and sent to the member as it is currently done.
What does the member need to know about the cardholder agreement included with their FSB Card?
The Visa Cardholder Agreement is a standard document that is required by Visa to be included with any cards containing the Visa logo. The language in the agreement pertaining to maximum limits or ATM withdrawals does not apply to the FSB Card.
Members can access the portal through their My150 account starting January 1, 2026, by selecting “My FSB.”
