In 2025, the Retiree Welfare Plan introduced additional health plan options, including lower-cost choices that can help members make their pension and Retiree Medical Savings Plan (RMSP) dollars go further. Through the Retiree Marketplace, eligible retirees can review and compare health plan options for pre-Medicare individuals and select the coverage that best meets their needs for the Plan Year beginning January 1, 2027.

Annual Plan Selection opens October 1 and closes at 11:59 p.m. on October 31.

Who Can Make a Plan Selection?

Annual Plan Selection is available to members who:

  • Retired on or after July 1, 2011; AND
  • Are not eligible for Medicare or have at least one covered dependent who is not eligible for Medicare.

Members who retired prior to July 1, 2011 or have an entire family eligible for Medicare also do not need to take action if all covered dependents are eligible for Medicare.

What health plan options are available?

The Retiree Marketplace offers four health plan options:

  • Retiree Plan A
    • The health plan option retirees have enjoyed for years
  • Retiree EPO Plan
    • Copays for in-network services, no out-of-network coverage except for emergency services
  • Retiree Gold Plan
    • Offers a balance of coverage and cost
  • Retiree Bronze Plan
    • Budget-friendly monthly premiums, higher annual deductible and out-of-pocket expenses with no dental coverage
